Municipal Social Card System
Integrate free and discounted transport entitlements into a smart city card.
Last updated: 08.08.2026
The municipal social card system lets municipalities integrate the free and discounted transport entitlements they grant to students, people with disabilities, those over 65, relatives of fallen soldiers/veterans, or those in need into the smart city card. Every card type is defined in the panel; the validator prices automatically by card type and gives a voice alert. All social passages are recorded, audited and reported.

Social Card Types
- Family Social Card — issued by the municipality to households covered by social assistance, granting household-based discounted/free ride rights.
- Discounted Card — runs on a discount rate set by the municipality, defined for specific eligible groups.
- Retiree Card — a card type for retirees/pensioners with a discounted or municipality-defined fare.
- Free Card — grants free rides to groups such as people with disabilities, those 65+, and relatives of fallen soldiers/veterans.
- Student Card — applies a discounted fare specifically for students.
- Birthday Discount — a special discount/free-ride campaign automatically applied on the cardholder's birthday.
- Public Holiday Discount — a discount campaign automatically applied to defined card types on public holidays.
How Is It Defined?
Card types and the entitlements they grant are defined in the management panel. Cards are personalized with the operator-specific key; the validator recognizes the type at passage and applies the correct fare.
Audit and Reporting
Free and discounted passages are recorded individually; the municipality sees how many passages happened by which card type through reports based on the immutable ledger. This keeps social support transparent and auditable.
Example Application
Student and free card types were implemented in Varto Municipality - see the Varto Municipality Akbil System project.
Frequently Asked Questions
Who gets a free card?
The municipality decides; typically groups such as people with disabilities, over 65, or relatives of fallen soldiers/veterans. Card types and entitlements are defined flexibly in the panel.
Can social passages be audited?
Yes; every passage is recorded to the immutable ledger together with the card type, and the municipality can audit it with transparent reports.
Can student and free cards get mixed up?
No; every card type is defined separately, the validator recognizes the type, applies the correct fare and gives a voice alert.
